The Mental Health Unit of the Division of Behavioral Health is concerned with the monitoring and development of community and hospital mental health services, which include community support programs, general outpatient programs, housing and vocational programs, client operated business, complaint investigation and resolution, consumer rights, utilization review, Pre Admission Screening and Residential Review (PASRR) and program administration for clients entering or residing at a nursing home, consumer group liaison and criminal justice system program development.

Charles Williams
The Prevention and Planning Unit provides planning assistance and services for the development and implementation of behavioral health prevention, treatment, and recovery support policies, programs and services. The Unit also administers federal Block and Formula Grants from the Substance Abuse and Mental Health Services Administration, the Office of Juvenile Justice and Delinquency Prevention, and the Department of Education.

Research, Data and Compliance is responsible for assisting DBH program units in areas of quality assurance and improvement; federal reimbursement systems monitoring and development; mental health service standards development; development of decision support systems; research and data analysis; and utilization review of mental health programs.

Substance Abuse Treatment Services (SATS) is responsible for planning, coordinating and administering a comprehensive statewide system of substance abuse treatment activities. SATS develops, supports and advocates for high quality, accessible, comprehensive and clinically appropriate substance abuse treatment services in order to decrease the negative effects of alcohol, tobacco and other drug use in Rhode Island, and improve the overall behavioral health of Rhode Islanders.

Treatment Alternatives for Safer Communities (TASC) Unit - This unit located on the third floor of Barry Hall provides evaluation, assessment and referral services for substance-using criminal offenders to community-based treatment providers. Referrals of adult and juvenile clients are received from various agencies of the criminal justice system; prospective clients are generally mandated to participate in substance abuse treatment. The case management component of TASC involves treatment monitoring, providing progress reports to agents of the criminal justice system on each client's activity in treatment, and follow-up with clients to ensure their compliance with treatment requirements. The client caseload of the TASC Program includes individuals referred due to Driving Under the Influence (DUI) ad Chemical Test Refusal charges, as well as other drug/alcohol-related offenses.
