Purpose
MHRH assures access to services and supports for Rhode Islanders with special health care needs through assessment of health care and support needs; planning and policy development; and purchase or provision of services and supports.

Central Management

Central Management provides the leadership, direction, information, and administration for all MHRH divisions and offices. It ensures that approximately 46,000 individuals have access to quality services throughout the state - services that are designed to provide consumers with opportunities to participate in community life based on individual needs and interests. In addition, Central Management assures that employees are provided a well-run, clean and suitable physical work environment with supporting infrastructure in order to function effectively each day. Central Management structures the framework in which MHRH's management team carries out the purpose of MHRH. Under the leadership of the director, MHRH's Divisions and Offices work toward the common goal of assuring access to services and supports for Rhode Islanders with special health care needs.

Hospital and Community Rehabilitation

MHRH's Eleanor Slater Hospital, with facilities at the Pastore Center in Cranston and the Zambarano campus in Burrillville, has a variety of services and programs for people who need continuing hospital care after discharge from a community hospital or who need more intensive care than a nursing home can provide.

Fully accredited by the Joint Commission on Accreditation of Health Care Organizations (JCAHO), the hospital treats patients with acute and long-term medical illnesses as well as patients with psychiatric disorders. The hospital provides comprehensive rehabilitative services and long-term care for patients, as well as supports to patients and families to work together to help patients achieve a high quality of care.

The Eleanor Slater Hospital is one of the state's leading clinical centers for geriatric medicine and is a training site for students preparing for careers in nursing, gerontology, pharmacy and laboratory technology.

Developmental Disabilities

The Division of Developmental Disabilities (DDD) provides a wide range of community support services for adults with developmental disabilities. The system has evolved to one that is person centered and focused on providing the necessary services/supports to promote individual choice and opportunities for people with disabilities to have full participation in community life.

Services are typically funded in three board categories: Residential Services, Day/Employment Services and Family Supports. They are provided by regional and local, private, state, and nonprofit community provider agencies organized to assist people with disabilities to develop the daily living, personal and job skills they need to achieve the highest level of independence and integration in local communities. Services are generally designed to meet the needs that the individual/family have requested based on the person’s capacities and interests.

Rhode Island Community Living and Supports (RICLAS), operating under the Division of Developmental Disabilities, is the only state operated community provider of services to individuals with developmental disabilities living in Rhode Island. RICLAS provides 24- hour residential supports to approximately 285 men and women in various residential locations around the state, as well as day supports to approximately 175 individuals in various locations.

Behavioral Healthcare

The mission of the Division of Behavioral Healthcare Services is to develop and coordinate systems of care that are individually focused, easily accessible and clinically appropriate. Services provide supports that respond to core issues that affect both emotional and addictive disorders such as stigma, prevention strategies, consumer involvement, clinical outcomes, health policy, and fiscal responsibilities.

This office integrates and supervises the system development work of mental health services and substance abuse treatment and prevention services. Working to develop a behavioral health approach to individual services without sacrificing the strengths of our respective mental health and substance abuse systems and community partners, the division focuses on treatment, intervention, and prevention practices for individuals who have mental health or substance abuse problems, co-occurring or multiple disorders. The integration of services for those with co-occurring disorders has many benefits, and the collaboration of these systems makes the strengths and skills of each available to the other. This collaboration enhances the outcomes for all individuals within the prevention and treatment systems, and improves the clinical delivery skills through shared training opportunities.
