The Office of Social Services is responsible for eligibility and referral for approximately 300+ new applicants per year; provision of technical assistance to individuals and families requesting information on a variety of resources, and connection of applicants to generic community supports, including Social Security, O.R.S., housing options, mental health services, etc; coordination of the PASARR program to both certify developmentally disabled individuals for nursing home care and to annually review those individuals to ensure they are receiving appropriate care; and participation at appeal meetings for denial of eligibility.

Some of the social worker functions include providing information about options available within the service system and generic community supports; completing the Personal Capacities Inventory and Situational Assessment to determine funding level in day, family, and/or residential supports; establishing Level of Care for waiver services; assisting in the development of the person’s individualized plan of care, including arranging supports and services with DD and Home Health Care providers; assisting individuals and families in negotiating with service providers to meet the person’s and family’s need for support; authorization of all waiver services; providing direct support (counseling crises intervention to individuals and their families as needed); identification of those consumers who require residential supports based on priority status of need; and participation in residential planning with providers and division staff.

The Financial Office is responsible for all financial matters for the Division. There are two Financial Offices, one for RICLAS and one for privately operated services.

For privately operated services responsibilities include: the development of operating and capital budgets, authorization of services, development of rates for the various types of services, payments to agencies/vendors, monitoring of expenses, expenditure projections, collecting of utilization data for the various types of services, reconciling EDS payment information, maintaining Waiver documentation, reviewing Agency Audit Reports, and participating in Agency Reviews. In addition, the Financial Office coordinates with EDS for modifications to the MMIS, coordinates with IT personnel in the Department for database modifications and enhancements, and completes analyses as requested by the Division, Department, Budget Office, and Legislature. The Division is responsible for State, Federal (Medicaid), RICAP and Bond funds.

For RICLAS, the financial functions include the receipt, disbursement and accounting for client funds, the purchase of services for all RICLAS locations, purchase of medical services, development of the budget, monitoring of expenses, expenditure projections, Per Diem rate development, EDS billing and reconciliation. In addition, RICLAS prepares analyses as requested by the Division, Department, Budget Office, and Legislature.

Office of Community Development - Paul Grenon

The Office of Community Development is responsible for coordination and approval of all sites for community development; collaboration with the Office of Facilities and Maintenance to prioritize repairs for DDD community residences and day program sites; coordination of the Access to Independence project for approval of home modifications and specialized equipment utilizing capitol funds and HCB Waiver funds; administration of fire code compliance for all facilities of the department of MHRH; and for ordering and approval of all requests for furniture, furnishings and appliances for community residences.

The Office of Quality Assurance/Special Projects is responsible for promotion of human rights for adults with developmental disabilities; statewide training and education relating to human rights, prevention of abuse, reporting requirements, and conducting investigations; coordination of the divisions weekly Incident Management Committee meetings to review each incident reported and to ensure necessary action has been initiated; responding to questions and requests for technical assistance relating to the human rights of people with disabilities; development of various informational materials relating to human rights and prevention of abuse; overseeing consumer/family satisfaction surveys and interviews for the National Core Indicators (NCI) Project; development of outcome/ performance measures and indicators for the division’s budget document; coordination of agency monitoring surveys and evaluations in order to meet CMS requirements and for continuous quality improvement; development of information for the HCBS Waiver application and reporting requirements including the development of the division’s Quality Management Plan and oversight of various implementation activities under the waiver; collaboration with the Office of Rehabilitation Services in administering the MHRH/DHS Cooperative Agreement; conducting or coordinating investigations on allegations of abuse, neglect, mistreatment or other human rights violations in collaboration with the Attorney General’s Office and/or local police, as necessary; and for chairing the Statewide Quality Consortium and facilitating the work of the committees of the Consortium.

The Program Review Office is responsible for determining the appropriate support levels for individuals requiring services and informs individuals and families of how much funding will be made available for the purchase of services; reviewing and making program recommendations to the program/fiscal review committee on all requests for funding; and working with Information Technology on development and refinement of information and data systems within the division.

Rhode Island Community Living and Supports (RICLAS) is the only state operated community provider of services to individuals with developmental disabilities living in Rhode Island. RICLAS provides both 24 hour residential supports and day supports to 292 men and women in 43 residential locations and 3 day support areas around the state.

The 24 hour residential locations are as follows:

• 3 Special Care Facilities: 15 bed facilities that are divided into 3 5-person apartments. In addition to Direct Support Staff, these facilities are supplemented with dietary, housekeeping, nursing and program staff
• 8 HUD apartment programs: individuals we support lease 5-7 apartments in each of these HUD apartment complexes in the area north and east of Providence.
• 32 group homes: RICLAS operates 31 6-person homes and 1 4-person home in various locations throughout the state

The 3 Day Support areas are located in Cranston, Hope Valley and North Kingstown, Rhode Island.

RICLAS provides the following supports to the individuals in the agency, as well as others who may need our supports on a temporary basis from home or from other providers:
